A partial solution is outlined below.
Chief Executive magazine asked 511 CEOs across the United States to rate each state for their taxation and regulations; workforce quality; and living environment. Here's how Hawaii fared in their 11th annual survey, with 5 stars being the best score:
Taxation and regulations: 1.5 stars.
Workforce quality: 2 stars.
Living environment: 3.5 stars.
None of those scores are surprising... because Hawaii is plagued with ridiculous laws (Jones Act, the banning of billboards, etc.), and a higher percentage of unprofessional workers when compared to other states.
Although Hawaii's strong regulatory environment won't improve anytime soon, workers (including supervisors) in that state can improve Hawaii's workforce quality by being reliable, well mannered, positive, altruistic, and goal-oriented.
